The Vision
A lady’s beauty and wealth can be momentary, but her inner beauty is the measure by which she will ultimately be judged. Unfortunately, sometimes this will affect one’s successes.

A lady’s good manners, high esteem in which she holds herself, and her sincere words of praise and thoughtfulness will reflect her strong values and character that will leave an admirable impression in the minds and hearts of those who know her.

Being thought of as a lady may be one of the highest compliments a woman can receive in life. A true lady is clothed with strength and dignity. A true lady speaks with wisdom, and kindness is on her tongue.

Therefore, Belle’ Etiquette & Charm is dedicated to revealing the inner beauty of every student, by strengthening their self-respect, self-worth, and moral values.

President's Biography
valerie_turnerValerie A. Turner, President of Belle` Etiquette & Charm (Belle`) has the philosophy that females of all ages should look and carry themselves as “Ladies.” They should acquire proper etiquette to enhance their feminine qualities. Out of a desire to work with young ladies, Valerie started Belle` in 1991.  This lady of dynamic professional stature has over 15 years experience in fashion merchandising, make-up artistry, skin care, charm and modeling. The goal of Belle` is to “focus on the development of one’s outer beauty, with an inner purpose.” According to Valerie poise and posture are wonderful qualities to possess, however, the true beauty and character of a woman comes from within.

As a certified make-up artist, Valerie has provided services for video and photography sessions to Word-A-Cise Ministries and Christian Sistahs, Inc. She has taught etiquette classes to students attending learning institutions such as Riverdale Baptist School, Calvary Lutheran School and The Seed Public Charter School of Washington DC as well as private Business Etiquette sessions for college students. Valerie has also taught etiquette classes at the local Boys and Girls Club in Washington DC, Silver Spring, and Gaithersburg, Maryland. Belle` offers monthly etiquette classes, as well as private one-on-one sessions. Belle` produces an Annual Debutante program and Cotillion Ball. In September 2001 Valerie was a judge for the annual Northern Virginia Beauty Pageant. In May 2002 Valerie judged the annual America’s Miss Teen Maryland of the Year Pageant. Valerie served as the director for the Miss Pennsylvania Teen America Pageant for three years. Valerie currently serves as the state director for the Miss Black Maryland USA Pageant. Additionally on January 9, 2002, Belle` was featured on the front page of the Burtonsville Gazette (and in the other Gazette newspapers).

Valerie attributes her passion for etiquette and charm to her parents. Her mother taught her how to be a lady while her father taught her how a lady should be treated as exemplified by his care and treatment of her mother. Valerie is an active member of the Interdenominational Church of God in Gaithersburg, Maryland. She is the mother of three wonderful, handsome young men, Regel, Jr., Marcus and Conrad.
